Requirements for appointment


  1. Have served in a comparable and relevant position in the public service for a minimum period of six (6) years;
  2. Be in possession of a Bachelor’s degree in Social Sciences in Human Resource Management/Development, Industrial Relations, Labour Relations or any other relevant qualification from a recognized institution;
  3. A Master’s degree in Human Resource Management/Industrial Relations/Public or Business Administration /Government or any other relevant qualification from a recognized university will be an added advantage;
  4. Must be a Full Member of IHRM;
  5. Must have knowledge of payroll administration;
  6. Have a certificate in computer application skills from a recognized institution;
  7. Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of Human Resource Management and Development function;
  8. Have a thorough understanding of national goals, policies, development objectives and the ability to translate them into human resource development policies and programmes;
  9. Have a thorough understanding of the emerging Human Resource trends, techniques and practices; and
  10. Must be computer literate.

Duties and Responsibilities


  1. Reporting to the Chief Officer Administration, Public Service and Devolution
  2. Performing liaison duties with the County Secretary, County Chief Officer Public Service and the County Public Service Board in the implementation of Human Resource management policies, rules and regulations;
  3. Overseeing all delegated Human Resource Management and development matters in the county;
  4. Analyzing the effectiveness of the Human Resource policies, rules and regulations;
  5. Advising the Authorized officer on the delegated powers and ensuring their implementation;
  6. Maintain Professional Human Resource Management standards in the county and advising on succession management, Human Resource planning and utilization of Human Resources;
  7. Advising the County Government on career development, and general government policies on Human Resource Management and Development;
  8. Interpretation of labour laws and other statutes that impact on Human Resource in the County Government;
  9. Shall be the Secretary to the County Human Resource Advisory Committee (CHRAC); and
  10. Perform any other duties and responsibilities as shall be assigned from time to time.
